The alarm clock changes output assignments.
If the Radio thinks you have headphones in the jack (which is also the
case for speakers of course ) ), it routes the alarm sound through its
internal speaker, to people wake up.
When the alarm is finished it puts the audio back to the headphone
jack.

there is an open bug about it. If you don't use your Radio within the
last 24h before the next alarm is scheduled the icon will be missing:

To get a correct symbol, you just need to turn your Radio on (or off if
it was on).

It should if the server is working (as at alarm time, the server tells
the Radio to sound the alarm).
I'm not sure though, whether the fallback alarm is set up correctly
when the icon is missing. So if there are network problems you might
miss an alarm.

Is there any place that says that this should work ?
The Touch is streaming music to the other devices. I never read that it
would provide pictures to any other devices (except the cover-arts).

Nobody said the opposite as well.
Each of them (SBRadio and SBTouch) have the ability to address an UNC
or an URL from which to take the pictures image viewer shows.
I'm just asking which should be the path to address touch pictures from
radio
I tryed
//192.168.1.9/media/sda1/Foto
where
the same happened to me occasionally. My SBRadio is connected to the
Touch.
Rebooting makes it to reapper.
Sometimes even sincronizing option disappears
