I think h01ger already talked to you a bit on IRC, but the long and short of it is that, well, reproducible-builds.org wishes it had those kind of resources to dedicate towards building such a service! Yes, we did manage to secure some funding recently, and no doubt some of that will help kickstart an analogous snapshot service. But the amount, timeframe and associated deliverables don't quite, alas, match your summary.
