Patrick, tire clearance for my briefly owned Roadeo was maxed out at 35mm (fenderless) with a couple of mm between tire and chain stay. Depending on rim/tire selection 37mm might be achievable. Agree with what others have said about the much admired Ram being the one to be revived. First and

Sounds like the Rambouillet. Road-ly, clearance for 32s under fender, three cage mounts and capable of a light traveler's load, all without getting wiggly. I feel like one of a few who've suggested this retired model is the template of what you describe. Mine last weekend:
