I'm just thinking about buying the rim through the LBS and will be building
the wheel myself. Not an expert wheelbuilder, but have built many, probably
at least 50, wheels at this point. I'm confident in my skills.

Go for the A23. I just got a set built by Rich for my Sam which is mostly
used in the same fashion with a tool bag in the rear and a small bag
upfront. I run the 650x42 babyshoe pass tires on them and they fit great in
the rim.

I'd be using 36h rim/hub, so I think the A23 should be sufficient. Leaning
towards that getting them through my LBS so I can build up wheels one at a
time and not have to worry about shipping. First the rear, then a dynamo
front to replace a Synergy-rim front wheel.

I have and like both, in 700C. A23 are nicer. My favorite rims. If
you're riding unloaded on road, should be fine. As Bill said, your
mass is the only variable that would push toward a Dyad. Still really
nice rims.

I have used both rims. The Dyad is definitely more stout than the A23.
I believe Anthony at Longleaf has the Dyad in stock but it is going to cost $1
more to get the rim with shipping. Anthony builds great wheels, btw.

I was at my LBS hoping to order a 650b Dyad as they're a Velocity dealer.
Looks like Rivendell gets all of them, as an exclusive, and Velocity itself
has none in stock. As much as I'd like to order from Riv, there's a $20
shipping fee on rims and all I really need is 1.
