The one rack of mine that fits it well (Nitto R20) doesn't have separate pannier rails, so it's either/or and the panniers win out for me. My other rack (Tubus Logo Evo) has a narrow platform and doesn't fit the trunksack well (which is too bad, because it does have separate pannier rails). This is an early-production example (#34 according to the metal plate). $80 shipped to 48 states USA. Other destinations are possible, but shipping would have to be negotiated.
