The 32R would not leave me enough room for a fender, or rather, I think the
fender would fit but would require some means of attachment to the rack to
avoid rattling against it. Neither the 33R nor the 32R has such a
downward-facing boss, and even if they did I wouldn't care for the whole
drill
I tried the medium big bag rack on my 60 cm Sam Hillborne. It cleared the
wheels, but not by a lot. I tried mounting them with fenders on and that
was a no go. I suspect it might be fine depending on the frame geo and
size, but if you have a 60cm Sam, I would avoid it.

I have wondered if the Nitto 32r might mitigate this problem with that
little loop it has at the bottom.
Anyone ever tried a 32r on "larger" sized frames?
Seems like it would just sit a little lower in profile. (closer to the
wheel)
Also curious about these racks,

Who here regularly uses the Nitto 33R (i.e. RBW's Big Back Rack, Large) to
carry panniers? How do you ensure retention of the hook at the bottom of
the rack? (By "hook" here I mean the single hook on a bungee or similar
elastic cord that prevents the pannier from bouncing up and off the rack
