Also the shims are typically fairly wide, wider than stem clamps of course.
Accessory clamps are often much narrower so you can cut just the width you need
from the shim and do multiple clamps from a single shim.

I'd recommend you get the right shims. They are almost 3mm thick. If they
are of a material that is compressible at all, thick shims compress too
much. You won't get your thing tight. You need metal shims or an exact
substitute for metal shims. I see Velo Orange sells a set of 4 for $7.
Innertubes or duct tape would be the easiest, yes ? Or keep looking for
adjustable mounts like this one :

The also make them for 22.2 bars for motorcycles that would clamp around
the stem, if you can get the right

thanks for the reply, its simpler than i'm describing, the mounts i want to
use are all sized for 31.8mm handlebars and i want to use them on 26mm
handlebars. i could just wrap tape around my bar to fill the gap, or buy a
shim that takes my 26->31.8, but looking to do this for a number
I'm not quite picturing what you need.
The Nitto Lamp Holder 2 mounts to 26.0 bars and has a 22.2 extension bar.
