I like the 38s a lot. I don't have caliper to measure but didn't have an
issue on the rims. You can't go much wider with the tires though and the
frame.
On the bars, with the mustache I would definitely go short stem. I think so
much depends on body type am not sure I could say how it changes t

A couple of questions that came up:
The bike pictured currently has 38 mm Rene Here (Compass) tires. I think
it could easily fit 33s with Fenders.

It looks like the Roadini has TRP RRL brakelevers on it. Setting up brake
levers on Albastache (and similar) handlebars is a touch tricky, and
'ergonomic' brake levers like the RRLs are in a way worse for Albastache
type bars, in my opinion. They flare "out" on drop bars and make them
easier
