For additional reference, here is my Rosco V2 from nearby Ellicott City, MD (Baltimore). This bike is my main commuter, and I love it. Earlier this year I switched to a shorter/stiffer stem and Albstache bars. I much prefer the this set-up over the original choco bars.

Oh, and sorry, missed the question on max tire - I believe the fork will be the limiting factor on tire size - forks were surplus forks from multiple models I believe - mine looks similar to the fork I had on my Sam. The 38's I have on now have plenty of room - I'd guess you could get 42's in

I would not say that the frame in general has a short reach, for it's stated size of 55.5, it has a longer than average effective top tube length of 66cm, which is not remotely short for me. I would normally ride a 60cm frame where the top tube could be in the 57 - 61cm range, with drop bars. This
