I had that problem early on with an Atlantis and a used MTB Campy rim
wheel. I switched to a machined sidewall rim and never had the problem
again. I was and am still using a headset mounted cable stop.

Are you using the stock Tektro pads? I found I had really bad brake judder
with Tektro CR720 cantis and Koolstop Salmon pads, but when I swapped back
in the stock Tektro pads, the problem went away.

Adjust the brakes.
Could be as simple as toe in, but chatter should not be happening, so
perhaps a full adjustment at your LBS?
I ride my Hunqapillar at high speed down mountain passes (dirt and paved)
and loaded, slow, down steeper rocky, rooty trails and have no chatter.
