No! It seems like there's only one way it can go together, in terms
of stacking the parts, but I am not certain of that. From bottom to
top, it goes bolt -
Often that clamp will slip if the convex washer isn't perfectly
aligned in the recessed part of the post. I'd suggest greasing the
bolt, making sure everything lines up, and try again. If that doesn't
work, try a different post. I suggest a Kalloy Laprade.

Try turning the toothed piece 180 degrees. Looking at mine the arc in
the little toothed piece is not even. One side is thinner than the
other. This might work on the forward curve of the seatpost.
