Not sure, but I don't think it solves the problem for cyclists. The
tunnel starts halfway up the climb. The first half of the climb is
still narrow and twisting.

Maybe they were trying to figure out why you weren't using it? :-) I
saw it being used in exactly two pictures, and those seemed to be the
same scene just different angles.
