I was curious, because my Pass Stow front rack came with carbon steel
bolts for mounting the supports to the eyes on the bottom of the fork.
But then again, I've seen photos of ridiculously heavy loads on Pass Stow
racks, including people.

The only bolts I've ever sheared where chainring bolts when I used some
alloy fancy-schmancy ones on a singlespeed setup. After shearing 4 of the
5 on the first ride, I went back to steel.
As far as a preference to stainless, it has more to do with digging
corrosion out of the head on the
agree, rather than breaking a fastener, you're apt to lose one from
looseness. Mud is the worst for corrosion. A reasonable cleaning schedule
with Boeshield will limit any problems from corrosion.

I've carried some heavy loads. I prefer stainless for it's better
corrosion resistance but have never had a carbon steel bolt rust in place
either. Note there are a couple of grades of stainless that vary in
corrosion
Keep 'um tight, no worries. I've had zero issues with bolts, and that's
with bouncing down some rough, rocky trails with bikepacking loads.

Let's take a look. The M5 screws that ship with some nitto stuff are marked
10.9 (or grade 8), which is pretty f'n good. Interestingly enough, I've had
rack failures but not at the screw, but at the eyelet of the nitto strut.
And I'm pretty sure it was my fault. :)
