Everyone has described it well. Take joe up on his offer, because it’s a really
easy thing to do (though a semi complicated thing to explain how to do) with
the right Allen wrench and the bike in front of you. Then you’ll be able to

Normally for quill stems we talk about minimum insertion rather than
maximum height. As long as there's enough stem *inside* the fork steerer
tube, the stem is okay to be that high.
Remove your stem from the steerer tube and see if there is an etched
marking on the middle of the
There should be some minimum insertion / max height marks on the stem.
Usually some vertical lines. Insert stem until you can't see them to get to
max height.
