That would require raising that aesthetically challenged stem even further.
The seatpost looks fine, a handful plus; this post does not have a nice
flow, and the color changes 2/3 of the way up, where the head is pressed
in, making it appear shorter than it is.

Yeah, I have the exact same bike/frame from the same period and it's a 54.
Looking at the pics of this one, the distance from the pump peg on the
head tube to the lower lug is greater than the distance from the peg to the
top lug. The distance on mine is equal for both. Therefore, I'm

wrong. I don’t remember the small sizes though. All even sizes 54 and up were
made, all the way to 68. Might have been even in the smallest as well. I seem
to recall 50’s existing.

Yes, measurement is to the TOP of the seat tube or, more accurately, to the top
of the lug measured at the SIDE of the seat tube. (Scalloped shape makes it
confusing.)

It's shown on a ruler held parallel to the seat post, measuring from the
center of the bottom bracket (crank bolt) to somewhere above. I believe
Rivendell measures to the top of the seat tube. But if you posted a picture
I'd bet many here could make a good guess of it by eye.
