I'm sorry. I was pretty sure I had installed Rcpp 0.9.9 before this. I
think I had that in my user repo, and this was using the older Rcpp in the
root repo. It works now!

Yes. Did you miss my announcement on list?
Rcpp 0.9.8 broke some things, including RcppGSL, and Rcpp 0.9.9 restores it.
Upgrade to Rcpp 0.9.9 and you should be fine.
