named .NOBACKUP . --exclude-if-present excludes the entire directory.
Example:
$ ls -a test1

$ ls -a test1/test2
. .. file1 .NOBACKUP test3
$ /tmp/bin/rdiff-backup --exclude /**/.NOBACKUP /tmp/test1
