The garden variety Cat5 we have been using is rated at 300 volts. Unless your
off-grid system is using 600 volt controllers, standard Cat5 should be code
compliant.
We did source a Belden 600 V Cat5 and used it when we did not really need to.
It was expensive and very hard to terminate.

Constant Pressure pumps are a much better choice off grid. No starting
surge is huge, and the power draw is related to the water flow, so at
low flow rates, the power is only a fraction of full run watts.
Pressure switches and P tanks are archaic. The variable pressure and
the light dimming

run a little bit, a lot of the time to keep the pressure constant. I think
it might be more efficient to use a pressure switch and regular pressure
tank. Anyone with experience in this?

I have done this also! I do have respect for Darwin. As long as a school
bus full of kids is not anywhere near the well and it does not sound like
a fault deep in the ground will start a wildfire. That was my reasoning at
