Years ago our utility outlawed the use of QO or QOU breakers with the QO2DTI or
the QOU2DTI (they're different) because they weren't rated as (I think it was)
service equipment, and the engineer decided it could be too easily forced into
an on-on state, rather than either
The QO2DTI is a great solution for transfer switching. To be code
compliant, you need to use the main breaker retainer, sold separately
(usually).

We no longer use RE. BOS cabinets for AC. We use off-the shelf load centers
with interlocks, often the item you cited. Trace used to have an IPP that used
the QO2DTI. It's a good solution.
