Has anyone looked at NEC 2020?  Articles 480.7(B) /Storage Batteries/ and 706.15 (A)/Energy Storage Systems/ both require an external emergency disconnect for the batteries. That "may" be what the AHJ is thinking?  Off grid design never got to be so much fun....

*• Must be Lockable on ON/OFF position
• Must have a clear indication of ON/OFF position
• Must be outdoor rated (NEMA 3R or higher)
• Should observe 12V, 0.1 A ratings*
