the refresh rate is only meant for updating active onscreen content (ie
flash) like youtube videos.
To get the actual web page to reload you need to embed it into another web
page that reloads it as a frame. I did that and you can download my solution

Here's what I tried - I gave a Google Doc URL on MEDIA URL for a
texture and the page
shows up correctly on the prim. I'd set the refresh rate as 10/minute
but the page doesn't
get refreshed no matter how many times I change the doc(and hence the
displayed data on prim)
from outside the world. I t
I think part of the problem is the same thing that is giving me grief
in figuring out the avatar storage.
RexServer0.5 zip download does not have authentication.exe nor
avatarstorage.exe
The ini files do not have anything in them to specify the locations of
these servers (their IP addresses)
