Jim's point about the role of the IPA is correct, and if Herron/Howard used
Brunton's IPA 'backgrounder' as a sour
The Aboriginal affairs body that works out of Howard's office.
Herron is just the front man who is there to catch the flack for Howard.
Howard doesn't trust Herron with it so he is the minister in name and
Howard makes the decision which Herron then gets to sell.
