The project was not in my focus the last few month, but today I checked
again and the issue was resolved. The system published the pages correctly.

I don't have two language variants just DEU. Page content also exists. Page
398 is just linked to the master page of 398, no other links to other
anchors or containers.

Hi Jian,
no, page 398 is the page in the container. When i start publishing from the
masterpage it works, but not when starting publishing from the container
page. Additionally, i use Navigation Manager in this project, so i think
the code you posted is not neccesary?

If it is master page, then it is likely the parent page of the master page
