That's easy. 
step 1. Create a header and footer content class for each sub site. 
step 2. Create a header and footer page for each sub site.
step 3. Reference the header and footer containers in each sub site template to 
their corresponding header and footer pages. 
Then when you create a new sub site page, no header or footer page will be 
created. And you can easily change the header and footer sub site wide by 
changing their corresponding template.
