I just have one thing to add. You are correct that if the user places a
directory in their home directory called public_html unless the apache admin
has changed the name of that dir in the /etc/httpd/conf/httpd.conf file. You
would need to then get with him to see what they have renamed it to.

The Support is in the Kernal You will need to build a new kernal that supports
VFAT32.
