Setting up two eth cards

I am trying to set up a second eth nic to connect to ADSL modem. I finally did a new server install. When I boot up, the program sees the eth1 card, but it fails. It was not set up during the new install. My question is should it be set up during fresh install? I am thinking I may have a bad card.

I am having a problem surfing the internet. I am running RH 6.0 and using netcfg to dail in to my provider. I can make the connection, but get a timeout sending Config-Request. Using lynx for broswing, I cannot reach any site using ULR name, however, I can reach other sites by using the IP number.
