what is wrong with root login for ssh2

Hi, I got some error in my Apache 1.3.19 Server, My Web Server always state the the error of "The Page cannot be displayed", but when I click the refresh button, then the page can be shown. I would like to know is this a bug in Apache or something else. Thank you Mark
