do you have defaultroute set in the ppp options?
tail /var/log/messages and see what messages you get when the modem
connects.

Yes, it's working, clue came from Michael who mentioned 'lib' as part of the
files structure for anonymous ftp.
It seems that RedHat requires the following libraries in /home/user/lib
ld-2.0.5.so
ld-linux.so.2 ---> linked to ld-2.0.5.so
libc-2.0.5.so
libc.so.6 --->
Both /home/username/pub and all subdirectories of pub have read permissions,
it's only etc and bin that have 111, all files in etc are 444
