quota question

Hi all

I upgraded kernel to 2.4.20 in RH6.2
and I changed ext3 and enabled quota

but the quota doesn't work now.

I downloaded quota-3.06.tar.gz <http://gd.tuwien.ac.at/opsys/linux/gentoo/distfiles/quota-3.06.tar.gz> and installed

It also doesn't work

Can you tell me what is wrong?
