There are actually quite a few good solutions, depending on your needs.  
One that I use is called "heyu" as in "Hey you, turn on that light".  
Another program called xtend can be used with heyu for complex macros, 
executing programs, etc.  Both of these are on http://freshmeat.net.  You 
can also search there for "X10" for more programs.

Not unless you want to put an old 486 computer on your network hooled up 
to an ActiveHome.
