My /dev/ttyS2 (which is my modem as well) is:
crw---1 root tty4, 66 Dec 5 17:36 /dev/ttyS2
Note the permissions. Mine works fine as 600 (character special). Your
major and minor numbers are fine.
Does the software you're using give you the option of which device to use?
