It was the rbl_timeout causing the delay. Whatever I set it to, the
delay is a fraction of a second longer.

I've just upgraded my RH 7.0 to 8.0 and some things
have quite upseted me.
1. My console doesn't show bold text ( it shows text
that should be bolded as normal ). I had some fancy
aliases that bolded directories when ls -al and i like
that. It bolds text under kterm with TERM=linux
