The problem doesn't seem to have anything to do with Toshiba laptops,

This is a common problem on Toshiba laptops running X. Go to the
/etc/X11/XF86config file and uncomment XkbDisable.
Below is a snip from my XF86config file from a Tecra 9000 with RH8.0.
