Have you compiled a new kernel at some time? If so, you may not have
configured the vfat filesystem. If so, they may be compiled as modules. So
a modprobe vfat done as root should provide support.

There's no such thing as a Windows disk :) anyway...
mount /dev/fd0 /mnt/floopy/ -t vfat
vfat is for mounting fat32 partitions (or the like).
