You should be able to set both serial and ps2 mouse speed.
But don't forget the configuration.
Does xset work for serial mouse or only for PS2 (or other) mouse? I
can make it work only for my PS2 mouse not for my serial mouse.

Run XF86Setup.. I've found it easier to adjust the mouse speed
through there. No guessing of values, as with xset, and it's
'moving' just the way i like it.
