Check your /etc/ntd.con to make sure the restrictions aren't being set unless
you really want them. I used a minimallist version when setting up mine:
# ntp.conf -
server
fudge 127.127.1.0 stratum 10
driftfile /etc/ntp/drift
-
Turn off the ntpd
