I lived with RedHat 7.2 until there were too many applications that I
couldn't live without so I upgraded to 7.3 both at home and at work.
At home I have no problem, aside from some things that were missing,
but at work I consistently use an Eterm terminal and it refuses to
print to the screen whenever typing a single or double quote.  It
requires it to be hit twice.  The same for the carrot ^ and tilde ~
which gets tiring I'm not use to it nor requiring it.

I have no use for the accented characters except in some emails and I
can get emacs to supply those when needed.  How do I shut off this
performance and what is causing it?
