/etc/ppp/pap-secrets has world and/or group access

The last line above is because the pap-secrets file has group 
daemon, with read access for group.  Does RH6.2 need read access 
for group daemon, or can I make the group root with no read access?

Also, does anybody know why it wouldn't connect some of the time?  
My new ISP is Sprint/Earthlink; this is the first time I've ever 
used PAP, and it usually works okay but sometimes fails like this:

11:33:12 horton chat[9525]: send (ATDT555-5555^M)
11:33:13 horton chat[9525]: expect (CONNECT)
11:33:13 horton chat[9525]: ^M
11:33:43 horton chat[9525]: alarm
11:33:43 horton chat[9525]: Failed
11:33:43 horton pppd[9522]: Connect script failed
11:33:44 horton pppd[9522]: Exit.
