Read the man pages. Win 98 uses encrypted authentication.
You need to properly configure smb.conf
You cannot just start it and expect it to work properly across all
clients.

yes I do have encrypted passwords on the /etc/smb.conf file, and I already
did the "smbpasswd -a username" command.

Are you using encrypted passwords? In order to get a Linux box talking to
Win98 or NT you need to used encrypted samba passwords. If you need more
info on how to do this just ask.
Remember to use the 'mksmbpasswd' and 'smbpasswd' commands...

samba in rh6.1 come linked with the des library ?

To be SEEN by the Winxx boxen the samba server has to broadcast its
existence. This is done with nmbd. Startingt smbd does NOT start up
nmbd. Start it up and voila, samba server should appear in network
neighborhood!
