Yes changing port of telnet in /etc/services makes your pc (technically the libraries
of telnet binary) understand that port for telnet is 24 (as you specified in
/etc/services. So yes it does effect outgoing connections too.

I wonder if anyone can straighten me out here on telnet ports.
What I have done is to amend /etc/services file to show that my telnet port is
24. And I changed port 23 for use by another service. Of course I amended
the approriate files in /etc/xinetd.d as well.

Modifying /etc/services
RH 7.1, I rebuilt my kernel to 2.4.17. After reboot all seems OK, but
I get a all telnet ports in use message when trying to telnet in.
There are no telnet ports in use. Can someone suggest what causes
this so I can fix it?
