If you get your quota patches from my site (dice.mfa.kfki.hu) or from
namesys, you can find the apropriate quota packages also there.

Finally found the problem. The quota-1.70 from SuSE is not the same
as the quota-1.70 from reiserfs. No big differences, but there
the check for reiserfs is missing. Everything is working now.

I took a look into the source of the quota-1.70 package and found
that:

(!strcmp(type,MNTTYPE_EXT2))
This seems to look to me like quotas will never turned on by quotaon
because of the above check.

Yup, I already cancelled it (the -g and the grpquota).
