Hard freeze exception for gnome-chess

Hi, gnome-chess 3.11.92 does not build on *BSD. [1] The fix involves moving one conditionally-compiled function call from Vala into C. I think this is pretty safe, but since it adds three new files (a .c, a .h, and a .vapi), I do not consider it trivial. Would be nice to have this fixed in 3.12.
