In the TS-64P, pin 5 is active low on detecting the appropriate
subaudible tone. Can I tie pin 5 to pin 8 (PTT = active low) to have
outbound CTCSS to follow inbound CTCSS. I am not using the ComSpec
board for PTT to the repeater.

I've collected a couple of HT600's I'm planning on trying to use as a
low power repeater, but don't have the manual
yet.
Anyone done anything similar, and are familiar with where to pickup the
COR PL decode point?

will fill the bill for you. At 69.00 It is affordable. 5.00 was the shipping

The NHRC-4 would also be a good choice:

CTCSS but will need to send the RX CTCSS detect to the controller.
I'm using an NHRC-4 that doesn't have a way to control the TX CTCSS

John, did you put a pull up resistor on the open collector out put?
If you didn't, youll never get it to work. I would start with a 10k
resistor one side to to the open collector the other to a source of
logic say, +5V or +12V. This point will go to ground during squelch
or open squelch.

John, That should work, but what are you trying to do? I hooked up
the CS64 so that CAS from the receiver would turn on the encode this
encodes only when the receiver is active. All the receiving station
hears is the QSO no squelch crash or ID.
