Take a look at the NHRC2 Controller its a great buy and will do what you want except turn the radio on and off. The problem that you will run into will be once you turn off the radio how will you turn it back on, especially using one radio in cross band repeat. Now if you use the same radio

John, did you put a pull up resistor on the open collector out put? If you didn't, youll never get it to work. I would start with a 10k resistor one side to to the open collector the other to a source of logic say, +5V or +12V. This point will go to ground during squelch or open squelch. 73
