Actually, the NHRC-4 will receive and process DTMF tones without any valid
CAS input transitions. It is designed that way, so it can be commanded
even if there is a stuck mike or the CAS won't transition for some other
reason.
The CAS transition just makes the DTMF processing happen a bit

the timeout the tx unkeys.

Most likely, your HT is part or all of the problem.
The CTCSS is supposed to be injected after the limiter so this problem
(called talk-off) does not happen. In some radios, the CTCSS is mixed
with the mike audio prior to the limiter, and then, talk-off happens.
