Not sure if your problem is with the rx or tx. 15k might be bit high
and could lower for driving most controllers, but probably not a
problem.
On the exec IIs in the mobile version on the SAS board tx audio input
is a 600 Ohm resistor to the 10 volts for biasing a microphone. This

Hi Mathew,
You did not mention where you're picking up the audio from the VHF
RX. It should be speaker audio, that has been de-emphed. If you are
taking it from the high-side of the squelch pot (VOL-SQ HI), that is
discriminator audio, and as it has already been correctly pointed out
