Apparently on my rev of the 10v card, there is another mod that must 
be made.  The problem was A6, which on later Rev 10 volt cards 
includes a jumper, H16/H17 which needs to be cut to stop the rx 
mute.  Thanks to The 'Mastr' Index of GE LBIs!!!
