The card is possibly an interface card related to Avtec
Dispatch Consoles.
Their web site w/flash player only stinks real bad... Not
a lot of common sense regarding businesses who by design
don't have browser plug-ins installed on work computer(s)

Well if anyone has a need for it, then its yours. If it sits around to long,
it might become a stripped card for a controller.
