[Repeater-Builder] Tait 800 not working

I've programmed a 27C64Q-200 EPROM with the hex below which should be Channel 0 450MHZ T855-20 but its not working i only have an EPROM in the RX module because the TX module needs the TCXO fitted but shouldn't it still receive on 450MHZ? also the carrier button was stuck on and forward was lit
