Well, not as described. But you're right, the terminal encoding issue
was a problem in ‘dput’.
The bug was in variables to specify terminal encoding. I have uploaded
version “0.10.2”

I consider the following as RC as well:
control: reassign -1 dput
control: severity -1 serious
# failing to build on the buildds is RC by definition
