I'm not really sure I understand what you mean by an internally generated
diff and a constant name and path.
Have you looked into using post-review? We generally recommend this over the
New Review Request page.

Yep, just run:
easy_install -U RBTools
and you should be ready to use post-review.
Depending on what type of repository you're using it against, you'll
need to have the appropriate command line tools and GNU diff in your
path.
